Job Purpose

Major purpose

EIOPA is launching a call for candidates with the intention to create a reserve list of candidates. The successful candidate will be a member of EIOPA’s Consumer Protection Department, which consists of two teams a unit: the Conduct of Business Policy Team and the Conduct of Business Oversight Team and the Digital Transformation Unit.

The successful candidate will organisationally belong to one of the two teams, and the majority of tasks will pertain to the activities formally being part of the portfolio of that team. However, flexibility will be required so that some tasks will come from the other team sometimes in the form of joint projects.

As a member of the Conduct of Business Policy Team, the Expert will be expected to provide advice with regard to deliverables under the EU Retail Investment Strategy such as implementing measures relating to amendments of the Insurance Distribution Directive (IDD) and the Regulation on Key Information Documents for Packaged Retail and Insurance-based Investment Products (PRIIPs), either in the format of technical advice and technical standards to the European Commission, and EIOPA Guidelines. Policy work is also conducted, for instance, in relation to the follow-up to supervisory convergence work such as thematic reviews or mystery shopping. All activities are evidence-based with a view to ensuring smart regulation and supervisory standards.

As a member of the Conduct of Business Oversight Team, the Expert will be expected to work on new supervisory convergence, risk assessment and oversight tasks arising from the Retail Investment Strategy such as development of Union supervisory value for money benchmarks, monitoring the use of national value for money benchmarks, participating in Cross-Border Collaboration Platforms of national competent authorities (NCAs) or Joint Onsite Inspections together with other NCAs concerned in the home or host Member State. While the Expert in the longer text is expected to focus on Oversight work arising from the Retail Investment Strategy, in an initial phase the Expert may also be tasked to support the Conduct of Business Policy Team in providing advice with regard to the specific policy deliverables envisaged under the EU Retail Investment Strategy.

Main Responsibilities

  • As part of the Conduct of Business Policy Team, driving forward EIOPA’s policy agenda on conduct of business regulatory files, based on handling data in various formats including by means of surveys to relevant stakeholders. Deliverables will be in the form of technical advice, technical standards, reports, opinions, guidelines or best practice reports.
  • As part of the Conduct of Business Oversight Team, driving forward EIOPA’s work on conduct of business supervision to ensure that insurance and pension products deliver value for money for consumers across the EU. This is done through market monitoring activities to identify and monitor risks in the market, using tools such as EIOPA’s value for money benchmarks and retail risk indicators, consumer reports and surveys, thematic reviews and mystery shopping;
  • Assisting in advising EIOPA’s decision-making bodies in the field of conduct of business regulation and supervision;
  • Within own areas of expertise, contributing technical advice to internal stakeholders and national supervisory authorities;
  • Liaising with internal and external stakeholders (EIOPA staff members, EIOPA Working Groups and Committees, national supervisory authorities and industry);
  • Working across the Consumer Protection Department and EIOPA as a whole;
  • Participating and representing EIOPA in different international fora;
  • Any other tasks as required.

Eligibility Criteria

  • Thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union;
  • Be a national of a Member State of the European Union, Norway, Iceland or Liechtenstein;
  • Be entitled to their full rights as a citizen;[1]
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Be physically fit to perform the duties linked to the post.[2]


[1] Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record.

[2] Before being engaged, a candidate shall be medically examined by one of the institution’s medical officers in order that the institution may be satisfied that he fulfils the requirements of Article 12 (2)(d) of the Conditions of Employment of Other Servants of the European Communities.

Essential Skills and Knowledge

  • Qualification:

a)  a level of education which corresponds to completed university studies, preferably in Economics, Actuarial Studies, Political Science, Law, or a related field attested by a diploma, when the normal period of university education is four years or more; or

b)  a level of education which corresponds to completed university studies, preferably in Economics, Actuarial Studies, Political Science, Law, or a related field attested by a diploma and appropriate professional experience of at least one year, when the normal period of university education is at least three years.

  • Have at least three years of proven full-time professional experience in a field relevant for this position acquired after the qualification required under a) or b) above; 

Note: Your professional experience will be counted from the time you obtained the certificate or diploma required for admission to the selection procedure. Part-time work will be taken into account in proportion to the stated percentage in relation to full-time work. In case of internship, only paid internship is considered. In case of a doctorate/PhD 50% of the actual duration of the studies will be taken into account as professional experience, subject to an upper limit of three years, on the condition that the candidate was paid during the period of his/her PhD studies, the PhD studies have been completed and a diploma was awarded. 

  • Proven experience of drafting documents for decision making bodies;
  • Proven experience and knowledge of conduct of business including financial innovation;
  • Very good command of oral and written English including excellent drafting skills;
  • Working knowledge of MS Office, in particular Word, Excel and PowerPoint.

Desirable Skills and Knowledge

  • Proven work experience in a multicultural environment;
  • Work experience in a public institution or a trade association e.g. an Industry or Consumer association, dealing with consumer protection policy issues relating to retail financial services;
  • Work experience in the insurance and/or pensions industry, particularly in the area of product development;
  • Work experience in financial conduct of business regulation or supervision;
  • Proven experience in using EIOPA’s supervisory tools either envisaged in EIOPA’s Founding Regulation or developed by EIOPA;
  • Knowledge of EU financial services law, in particular familiarity with EU Directives in the insurance and pensions sectors.
  • Knowledge of a third EU language.

Contract type and duration

Successful candidates may be offered an employment contract for three years as a Temporary Agent. The contract may be renewed for a second fixed-term period, and upon its second renewal converted into a contract of indefinite duration.

According to EIOPA Management Board decision EIOPA-MB-15-072 adopting the implementing rules on the procedure governing the engagement and use of temporary staff under Article 2(f) of the CEOS, and in particular Article 12 (2), if a successful applicant from this external procedure, on the closing day for applications, as well as on the day of taking up duty at EIOPA:

is a member of temporary staff under Article 2(f) of the CEOS, and

is employed within their agency in function group and grade within the range “AD5-AD7”,

EIOPA shall offer the applicant, in writing, the opportunity either:

a)   to be assigned to the post by means of internal mobility, as per Article 10 of EIOPA-MB-15-072. In this case the contract at EIOPA will be in continuity with the contract of the previous agency (namely with regard to grade, step, seniority in step, and duration)

b)   in case the eligibility, qualification and professional experience requirements for the grade indicated in this external vacancy notice, (AD6) are met, to be assigned to the post on the basis of a new contract (first fixed-term) of three years duration, subject to the probationary period of 9 months, at the grade indicated in the external vacancy notice (AD6).
