Head of Unit IT

The Head of Unit oversees EIOPA’s IT function, ensuring secure, reliable, and user-focused digital services that support the Authority’s mission and daily operations. The jobholder sets strategic direction and provides operational leadership across all IT areas, advancing digital transformation and innovation while maintaining strong IT governance, cyber security, operational resilience, and business continuity. By continuously developing EIOPA’s digital capabilities, systems, and infrastructure, the Head of Unit enhances the Authority’s efficiency, effectiveness, and readiness for future challenges.
The Head of Unit IT reports to the Head of the Corporate Support Department and leads the IT Unit in delivering EIOPA’s digital, technological and operational objectives. For the achievement of specific objectives, the Head of Unit may establish dedicated areas of work within the Unit and designate responsible persons, who shall operate under the Head of Unit’s supervision and direction. The establishment of the Anti-Money Laundering Authority (AMLA) in Frankfurt am Main offers a unique opportunity to strengthen cooperation and create synergies between European authorities in selected corporate support functions, including IT. In this context, EIOPA and AMLA are exploring opportunities to enhance collaboration and develop efficient, resilient and innovative digital solutions that support their respective missions. The successful candidate will be appointed as Head of Unit IT at EIOPA and will be expected to work closely with the Head of IT at AMLA to promote alignment, share expertise, identify opportunities for collaboration and contribute to the development of common approaches where appropriate, while fully respecting the mandates, governance structures and accountability frameworks of both Authorities. The jobholder may contribute to the design, implementation and management of shared service arrangements, joint functions or other forms of structured cooperation between the two Authorities, where deemed beneficial and appropriate.
Shape and implement EIOPA’s IT vision and priorities, translating organisational needs into a clear strategic roadmap and concrete results;
Lead the continuous development of EIOPA’s IT function, driving modern, reliable and future-oriented governance, architecture, systems, infrastructure and digital solutions;
Ensure the delivery of secure, resilient and user-focused IT services, covering infrastructure, applications, user support, cyber security, data protection and business continuity;
Drive digital transformation and IT projects that enhance efficiency, innovation and service quality across the organisation;
Lead, motivate and develop the IT Unit, managing people, budget, procurement and contracts while fostering a collaborative, high-performing and service-oriented team culture;
Act as a trusted partner across EIOPA, building strong relationships and ensuring that IT services and solutions effectively support business priorities and operational needs;
Represent the Unit and, where appropriate, EIOPA in internal and external fora, and build effective cooperation with EU institutions, bodies, agencies and other stakeholders;
Perform any other tasks assigned by the Head of Department or EIOPA’s senior management.
Thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another language of the Communities;

Contract type and duration
Successful candidates may be offered an employment contract for three years as a Temporary Agent. The contract may be renewed for a second fixed-term period, and upon its second renewal converted into a contract of indefinite duration.
In line with the EIOPA’s Policy on the Management of Sensitive functions, this position is classified as sensitive and forms part of the sensitive posts inventory of the Authority.
