Job Purpose

The position is open for those who are currently employed as a Temporary Agent (TA) in the range of grades AD 6-11.

Team Leader Internal Model I - Oversight 

The successful candidate will lead the Internal Model Team I within the Oversight Department
The Internal Model Team I is responsible for

  • Running the Risk Assessment Framework (RAF) annually and keep the RAF methodology fit-for-purpose;
  • Visiting and engaging with National Supervisory Authorities in close cooperation with the Oversight Teams to better understand, monitor and providing feedback on their internal models supervisory approach, as well as to provide technical support to develop high-quality supervisory outcomes;
  • Promoting joint supervisory plans and joint examinations, and fulfilling EIOPA’s full participation rights in colleges, including participation in joint onsite examinations;
  • Monitoring internal model changes;
  • Providing technical assistance upon request by NCAs on model changes and new model approvals;
  • Promoting the sharing of good practice and sound application of the rules by engaging with technical experts in National Supervisory Authorities.

Team Leader Internal Model M – Policy and Supervisory Convergence 

The successful candidate will lead the Internal Model Team M within the Oversight Department
The Internal Model Team M is responsible for:

  • Establishing and running projects to assess and improve comparability and consistency of internal models and follow-up on issues identified; 
  • Maintaining and developing supervisory reporting on internal models under Solvency II in line with supervisory needs to keep the reporting requirements fit for the purpose of the supervisory review process and aligned with the projects and data analysis to allow for comparability and consistency of internal models; 
  • Monitoring and contributing to enhance Internal Models data quality;
  • Leading technical discussions on specific models, such as NATCAT models and development of quantitative tools to support the work of the two teams;
  • Drafting Internal Model prudential policy:
  • Advice to the European Commission on legislative measures;
  • Technical standards for endorsement;
  • Guidelines and guidance to promote convergent supervisory practices and consistent application of union law;
  • Answers to questions on the regulatory framework;
  • Monitoring and assessing the comply/or/explain procedure with the National Supervisory Authorities in the area of competence of the Department; 
  • Promoting convergence of supervisory practices under the supervisory review process of internal models by NSAs through the development of the EIOPA supervisory handbook and use of the other relevant tools;
  • Preparing draft Opinions and/or other types of documents to tackle a possible lack of consistency;
  • Promoting the sharing of good practice and sound application of the rules by engaging with technical experts in National Supervisory Authorities. 

Main Responsibilities

The Team Leader (Internal Model Team I /Team M) will be responsible for:

  • Organising the team’s work and deliverables as part of EIOPA’s annual work programme;
  • Planning and organising the efficient allocation of the work among the team members;
  • Providing guidance, advice and feedback to team members ensuring timely and high quality deliverables;
  • Assisting the Head of Department in human resources related issues (e.g. by providing her/him with the relevant information to prepare appraisal dialogues and reports or probationary reports);
  • Assisting the Head of Department in planning and budget related issues (e.g. providing input to the budget and mission planning as well as the planning of work programme and proper forcasting of resources);
  • Overseeing the efficient delivery of technical outputs such as IM comparative studies or OVS Country visits;
  • Any other tasks as required.

Eligibility Criteria

  • Be a national of one of the Member States of the European Union, Iceland, Norway, or Liechtenstein (parties of the EEA Agreement)
  • Be entitled to their full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the appropriate personal and professional requirements for the duties involved;
  • Be physically fit to perform the duties.

Essential Skills and Knowledge

  • Proven experience in coordinating and/or managing a functional or project team;  
  • Proven experience in oversight of Solvency II;
  • Proven knowledge on Solvency II, specially on technical areas such as Pilar I.
  • Excellent command of oral and written English, and clear and concise writing style;
  • Working knowledge of MS Office, in particular Word, Excel and PowerPoint.

Desirable Skills and Knowledge

  • Knowledge or experience on Internal Models
  • Knowledge of a third EU language

Contract type and duration

For the successful candidate, rules of internal mobility are applicable for the definite term of the assignment until 30 June 2027. 

This means that if you are successful in the selection procedure, you will be assigned to the post by means of internal mobility. In this case your contractual conditions will remain unchanged (grade and duration).
